This means you’re going to need to bring the project to people.
Work out who the right people are for each of the categories above and seek them out.
Do this frequently (weekly?) and consistently for as long as it takes. Each right person you bring onboard will make it easier to find the others, and make it more likely that the others will come looking for you.
Quality will be a function of quantity.
